No, though it was never really easy in the first place. Personality isn't really something people have alot of control over in general.

The only time they actually seem chatter on their own is when I'm passively forcing during routine things. They will sometimes comments on things they find amusing/interesting/unusual.
Most people don't even start with puppeting, to my knowledge. Do what feels comfortable and right. As for the rest, give them time and really listen and wait for them to chat with you. Seriously, the one thing that has allowed us to help tulpamancers get vocal tulpas is to simply start talking to their tulpas as if they are vocal. You should do the same.
